Placement will depend on the amount of time you can dedicate to your links page. If you have time to develop the links page and can keep the style consistent it may be worth placing the links page quite prominently within you website. With less time to maintain the style you may chose to place your links page in a less focal point so as not to detract from your main content

Equally important is to ensure that you don’t lead visitors away from your site.
Visitors to your links page must be able to follow any suggested links, indeed this will be imperative if the links page contains reciprocal links. It may be worth adding code to your outbound links that opens the link in another browser. This way any links followed from your links page will open while ensuring your page remains open.
